California Governor Gavin Newsom has announced plans to redirect funds from cities and counties that fail to show measurable progress in reducing homelessness. This decision follows Newsom's recent involvement in clearing a homeless encampment in Los Angeles alongside the state's Department of Transportation.

In July, Governor Newsom issued an executive order directing state agencies to dismantle homeless encampments on state property. He also urged local governments to implement similar strategies. This move came in response to a US Supreme Court ruling that upheld a city's right to cite homeless individuals for sleeping outdoors.

During his announcement, Governor Newsom criticized local jurisdictions for not taking sufficient action despite the resources provided by the state. With California being home to the largest homeless population in the country, Newsom emphasized the need for urgent and humane solutions to address homelessness.

Some municipalities have opposed the idea of penalizing homeless individuals, with the Los Angeles County Board of Supervisors voting against using jails to detain those affected by encampment clearances. In response to this pushback, Newsom clarified that his order focuses on collaborating with local service providers to offer support to homeless individuals rather than resorting to punitive measures.
