The lawsuit claims Mayor Lucas overstepped his authority by pushing for local gun restrictions after Missouri enacted the Second Amendment Preservation Act (SAPA), which bars cities from creating firearm laws stricter than state statutes. The AG’s office argues that Kansas City's actions create confusion and could lead to uneven enforcement.
