In a heart-wrenching incident that has shocked the community, Imelda Silva Velez, a 69-year-old woman from Harlingen, has been indicted on charges of intoxicated manslaughter following a devastating car crash that claimed the life of her passenger. The tragic event unfolded on December 15 when Velez, allegedly under the influence, lost control of her vehicle, resulting in the death of 41-year-old Vanessa Villarreal Moreno.
Authorities were alerted to a serious two-vehicle accident around 6:36 p.m. on the expressway near Mercedes. Upon arrival, law enforcement found a severely damaged green Ford Fusion, which had collided with a Dodge Ram truck. The rear of the Fusion showed extensive destruction, an indication of the violent impact.
Initial reports revealed that Velez had already been transported to Valley Baptist Medical Center in critical condition. Tragically, her passenger, Moreno, was later identified by her mother at the scene.
Medical personnel later confirmed that Velez’s blood alcohol level was alarmingly high, nearing 0.300, which is significantly above the legal limit. The police report indicated that there were no skid marks at the crash site, further implying that Velez did not attempt to brake or avoid the collision.
Imelda Silva Velez remains in custody at the Hidalgo County Adult Detention Center with a bond set at $750,000. Her arraignment hearing is scheduled for next Wednesday, where she will face the grave charges against her.
