In the vibrant heart of downtown San Diego, pedicabs have long been a colorful and lively part of the landscape. However, these charming human-powered vehicles may soon face stricter regulations as the San Diego City Council considers amendments to the city code. Scheduled for discussion in the council’s afternoon session, the proposed changes aim to address growing concerns over noise levels and transparency in pricing.

Councilman Stephen Whitburn, who is championing these amendments, has received an overwhelming response from the community. Hundreds of complaints from residents, business owners, and tourists have poured in, particularly regarding the loud music that often accompanies pedicab rides.
A city staff report highlights the issue: “The noise generally consists of loud music and sound effects designed to attract the attention of potential passengers. However, this excessive noise often continues until 2 a.m. or later, disrupting the sleep of residents and hotel guests.”
While a law has been in place since 2000 prohibiting pedicabs from playing music audible from more than 50 feet away, enforcing this rule has proven difficult. Police officers face challenges in determining whether a pedicab is within the specified distance, leading to ambiguity. The new proposal aims to eliminate this confusion by banning speakers altogether.
Another critical aspect of the proposed regulations addresses a concerning trend among some pedicab operators: the bait-and-switch tactic. This often involves operators quoting a fare that applies only to a single passenger, later revealing that the price is per person after the ride has commenced.
